About this incentive

In FY 2023-2024, the Pennsylvania Energy Development Authority (PEDA) launched the Energy Accelerator Program (EAP), a green bank for Pennsylvania. PEDA has contracted with the National Energy Improvement Fund (NEIF) to launch the first two financing products under the EAP in spring of 2024, the first of which is the Keystone Energy Efficiency Program (KEEP). KEEP offers low-interest rates and incentivizes high-performing Energy Star upgrades for credit-qualified borrowers. Loans are made directly to the consumer and can range between $2,500 and $25,000 depending on the applicant's credit score. Owners of single family and multi-unit residential buildings up to four units can apply, though the property must be owner-occupied (primary or secondary home). Work must be performed by a NEIF-approved contractor who must certify that the primary qualifying improvements are listed on the Energy Star Energy Efficient Products List at the time of installation. Qualifying improvements are limited to the categories listed below: Heating/Cooling/Water Heating Air-Source Heat Pumps Boilers & Furnaces Central Air Conditioning Ductless Heating & Cooling Smart Thermostats & Ventilation Fans Heat Pump Water Heaters High Efficiency Gas Storage Water Heaters Solar Water Heaters Whole Home Tankless Gas Water Heaters Building Products/Other Residential Windows, Doors, and Skylights Seal and Insulate Storm Windows Electric Vehicle Chargers Smart Home Energy Management Systems Typically, eligible loan amounts based on qualifying credit score are as follows: 720 plus: $2,500 to $25,000 700-719: $2,500 to $20,000 680-699: $2,500 to $15,000 640-679: $2,500 to $10,000 Loan repayment periods range from 36 to 120 months. Effective July 1, 2025 through September 30, 2025, or until allocated program funds are exhausted, homeowners can finance qualifying home energy upgrades using reduced interest rates as structured below: 4.99% for 36 months 6.99% for 60 months 7.99% for 120 months
